Does Anybody Care About Bogotá's Air?



During a bike tour today, I happened to see this smokestack spouting a long stream of black soot into the air, and into our lungs. And I wasn't exactly out searching for air polluters, you understand.

Perhaps the factory decided that burning their trash was cheaper and easier than paying for someone to haul it away. Or, maybe they just forgot to install the air filters today.

Anyway, it makes me wonder why the authorities charged with controlling air pollution never seem to see this?
